Hays was the first President of the Motion Picture Producers and Distributors Association of America, was Chairman of the Republican National Committee (1918-21), and US Postmaster General under Warren Harding (1921-22). As Postmaster General, he opposed sending "obscene" materials through the mail, and in 1922 began developing what would become Hollywood's censorship guideline, the "Hays Code."
