An biopic dramatizing the rise to power of J. Edgar Hoover, the long-standing director of the Federal Bureau of Investigation. The film courted controversy at the time of its release for discussing, albeit obliquely, Hoover's cross-dressing and homosexuality, although in later years knowledge of his sexual preferences had become common enough that films such as "Nixon" (1995) and "J. Edgar" (2011) would portray them simply as a matter of historical record.

Set and shot on location in Washington DC.
