Based on the 1985 novel by William P. Wood. A liberal-minded district attorney decides to seek the death penalty for a blood-drinking serial killer. Loosely based on serial killer Richard Chase. Set for release in 1987, the film went unreleased for five years after the bankruptcy of distributor, De Laurentiis Entertainment Group, during which time Friedkin reedited the film and altered its final act.

Shot on location in Stockton, California.
