Noirish in theme, and based on true-life accounts. Murphy (played by Paul Newman) and Corelli (Ken Wahl) are police officers in the decaying South Bronx region of New York. Together they try to bring peace and justice to their corrupt precinct.

Ethnic minorities play a major role in the film, particularly African Americans and Puerto Ricans, though community groups from the Bronx found their depiction lacking overall.
