Dramatizes the experiences of Gary Thomas Rowe Jr., an undercover FBI agent who infiltrated Alabama's Eastview Klavern 13, widely known as the most violent branch of the Klan in the nation, as part of the FBI's Counterintelligence Program (COINTELPRO).
Although not depicted in the film, Rowe would go on to become an actual Klan member, and was implicated in the 16th Street Baptist Church bombing as well as the shooting of a civil rights worker and other acts of violence against freedom riders and activists—all crimes for which he was never charged.
Set in Alabama, shot on location in Nevada City, Roseville, and Sacramento, California.
